European Commission launches an ambitious Strategy to make Europe a startup and scaleup powerhouse

On the 17th of March, INSME submitted a consultation through the AccelerAction EU project to contribute to the European Commission startup strategy for the recent policy implementation. This initiative focused first on the deep tech and science component promoting a unified European approach to attract and retain talent, thereby strengthening Europe’s competitiveness. INSME is pleased to see that this public consultation has come to fruition quickly and the new Startup and Scaleup strategy has been published in June 2025.

The European Union struggles to take ideas from the lab to the market or grow at a consistent rate despite its strong foundations. The new strategy addresses these challenges by establishing support at each stage of the growth process. It established five clear areas for action items to ensure proper execution. The first is fostering an innovative friendly environment. This will include fewer administrative burdens, as well as more simple and supportive guidelines. The European Business Wallet will enable seamless digital interactions with public administrations across the Union through a unified digital identity for all economic operators. The second is better financing. This will include expanding and simplifying the European Innovation Council to help bridge the financing gap and developing a voluntary European Innovation Investment Pact to encourage large investments in EU funds, venture capital funds, and unlisted scaleups. The third item is supporting market uptake and expansion. The idea of this is to make the process of creating a quicker process of lab to market. This includes a layout of licensing, royalty and revenue-sharing and equity participation for academic institutions when creating intellectual property as well as providing guidance on IP related regulations. The fourth point is attracting and retaining top talent. The Strategy introduces the Blue Carpet initiative, which focuses on entrepreneurial education, tax-related aspects of employee stock options and cross-border employment. The last action item is facilitating access to infrastructure, networks and service. This aims to make commercialization quicker and easier through a Charter of Access for industrial users.

The progress of these new policy implementations will be monitored using global key performance indicators. The European Commission shows that they are committed to encouraging this industry, and the efficacy of this stage of policies will be reported by the end of 2027.
