Launch of the OECD Science, Technology and Innovation Outlook 2023

On March 16 2023, the OECD Directorate for Science, Technology and Innovation and the European Commission’s Directorate-General for Research and Innovation have co-organised the launch of the 2023 edition of the Science, Technology and Innovation Outlook.

The event presented the key recommendations of the 2023 OECD STI Outlook on how to enable transitions in times of disruption and was followed by a high-level debate. From climate change to population ageing to far-reaching geopolitical adjustments, the world is facing unprecedented changes marked by uncertainties and unknowns. These are exacerbated by disruptive shocks, such as the current Covid-19 pandemic crisis. The fast pace of technological change, including developments in artificial intelligence and synthetic biology, adds to these uncertainties and makes policy oversight of emerging technologies increasingly difficult.

The OECD STI Outlook is a biennial publication that aims to inform policy makers and analysts on recent and future changes in global STI patterns and their potential implications on and for national and international STI policies. The climate emergency requires a complete transformation of energy, agrifood, and mobility systems. STI plays a crucial role, but governments must act urgently and ambitiously in their policies. This represents a wake-up call for all innovators, policy makers and regular citizens, highlighting the need to re-set science, technology and innovation. They need to create policies that facilitate transformative innovations and new markets to develop, changing from fossil-based systems to ones that are more eco-friendly, and create space for low-carbon technologies to advance. To do this STI need to have a mission-oriented approach to achieve net zero goals.
