UN MSME DAY 2022: Launch Event for the OECD Recommendation on SME and Entrepreneurship Policy

The new OECD Recommendation on SME and Entrepreneurship policy was adopted at the OECD Ministerial Council Meeting on June 10th, 2022, on the proposal of the Committee on SMEs and Entrepreneurship (CSMEE). To celebrate this unprecedented occasion, INSME President Sergio Arzeni participated as a speaker and panelist for the special launch event that took place on the 27th June for UN Micro-, Small and Medium-sized Enterprises (MSME) Day. Mr. Arzeni discussed with other stakeholders and policy makers on the future of SME and entrepreneurship policy making, share opinions on the relevance of the Recommendation to foster recovery and develop future-proof policy strategies, and comment on priorities, challenges, and opportunities towards effective implementation as turbulent times for SMEs and entrepreneurs around the world play out. 

With small businesses accounting for over 70% of businesses and more than 50% of jobs around the world, resilient recovery is at the forefront of the fifth year of the MSME event. The COVID-19 crisis has taught entrepreneurs all around the world that the pandemic and containment measures do not impact everyone in the same way, seen as for instance among the private sector, MSMEs especially those led by women, youth, ethnic minorities and migrants, suffered the most. 

To this end, the Recommendation launched by the OECD itself aims to provide an evidence-based and holistic framework to support countries and businesses alike in developing coherent, effective, and efficient SME and entrepreneurship policies, to foster their contribution to inclusive and sustainable growth and for the benefit of all.  

The Recommendation also satisfies the long-standing demands by countries for frameworks and tools to improve the effectiveness of SME and entrepreneurship policies, which have only become more apparent problems in the aftermath of the pandemic and the consequent acceleration of mega trends, as governments strive to support SMEs and entrepreneurs in the recovery and to adapt to the digital and green transitions.
