EU Innovation Scoreboard

The European Commission has released the 2023 version of the European Innovation Scoreboard (EIS), which focuses on innovation performance by country, along with the bi-yearly Regional Innovation Scoreboard (RIS), narrowing its focus to the hundreds of regions that make up the EU.  

The European Innovation Scoreboard is considered the benchmark for innovation performance evaluation in Europe since 2001. In particular, the analysis seeks to: 

  • Provide an assessment of the research and innovation performance of EU member states and other non-EU countries, including global competitors. 
  • Assess the strengths and weaknesses of each country’s research and innovation systems. 
  • Compare the innovation performances of countries to each other and previous years. 

The results of the EIS reported a relevant improvement in innovation performance of about 8.6% since 2016, with Denmark at the top level. However, 20 Member states experiences a substantial rise in innovation capabilities, while seven countries observed a decline. Nevertheless, innovation systems are foreseen rapidly increasing in the following years. Proof of that has been seen by Hungary which progressed to a higher performance. 

The results of the RIS also highlighted the increasing innovation performance for several regions in the EU since 2016, in particular Hovedstaden (Denmark), Helsinki (Finland) and Oberbayers (Germany) have been classified as the most innovative points. Despite the progress in innovation, the EU is shaped by geographic concentrations which divide the continent between North-West and South-East Europe.  

The EIS and RIS give valuable insight into the innovation performances of countries and regions across Europe from different points of view. From this, important conclusions are made. There is a need to bridge the innovation gap between European counterparts and foster equitable growth across the EU. By doing it, countries and regions will drive technological advancement and maintain a competitive edge in the global innovation landscape.
